Session Information
This session is organized by Research Advisors and Experts Europe together with the ICC Trust Fund for Victims (TFV). It considers the question of providing support to victims as reparations for Rome Statute Crimes. During situations of widespread crimes against humanity, sexual violence, and war crimes, civilian victims may struggle to access adequate healthcare. If such situations are combined with widespread shut-downs of communications technology, basic needs, and aid, how can barriers assisting victims of these crimes be overcome? This session will discuss experiences with such situations.
The session will hear from healthcare workers in Ayder Hospital in Northern Ethiopia (Tigray), the Central African Republic, and DR Congo who have faced such struggles, as well as organizations trying to assist them.

Biographies
Moderator
Elien Spillebeen is a journalist and documentary maker. She also founded the organization Mama Kivu, supporting initiatives of local women in North Kivu (DR Congo). As a member of the editorial board of MO* Magazine, she follows the developments in Central and Eastern Africa.
Facilitators
Franziska Eckelmans
Franziska Eckelmans has a degree in Law, International Public Law and Eastern European Law. She was for 2 years Legal Advisor (via CIM / GIZ) for the Cambodian Judges of the ECCC Trial Chamber (2009 – 2011), then Legal Officer for the European External Action Service. After having been Legal Advisor for the International Criminal Court, Eckelmans is now Legal Advisor, Deputy to the Executive Director of the Trust Fund for Victims.
Amanuel Haile
Dr Amanuel Haile MD, Internist, is an Assistant Professor in the Department of Internal Medicine at the College of Health Sciences, Mekelle University. He is also Chief Executive Director of the College of Health Sciences and Ayder C.S Hospital. He became a Doctor of Medicine in 2006 from Addis Ababa University, Ethiopia, specialising in Internal Medicine in 2012. He has held multiple leadership positions throughout his career.
Pauline Kamau
Pauline Wangari Kamau (PHD) works with American Friends Service Committee (AFSC) as a Quaker International Representative – Africa, in charge of policy advocacy in the region. She contributes to peacebuilding, policy advocacy, research and development in the Africa region. Pauline is a PhD holder in Gender and Development from Kenyatta University, MA in Diplomacy and International Studies, Post Graduate
Diploma in Gender and Development Studies from University of Nairobi and Bachelor’s Degree in Education from Kenyatta University – Kenya. She has worked with a number of local and international NGOs and INGOs, in Kenya and Africa. She has contributed to research work in various sectors namely gender-based violence, protection of women and children during conflict, prevention of electoral violence.
